The Church of Jesus Christ of Latter-day Saints has been engaged in missionary work since its founding.  This is not just because of the zeal of its members, but because of direct revelation from God urging the work forward in preparation for the second coming of Christ.  “The enemies of truth were sure that they had now destroyed the work. And yet it lives, greater and stronger after the lapse of years! It is indestructible for it is the work of God. And knowing that it is the eternal work of God, we know that Joseph Smith, who established it, was a Prophet holy and pure.” — George Q. Cannon

The Lord has commanded that Latter-day Saints spread the gospel throughout the world:

Jesus Christ MormonAnd the voice of warning shall be unto all people, by the mouths of my disciples, whom I have chosen in these last days.  And they shall go forth and none shall stay them, for I the Lord have commanded them (Doctrine and Covenants 1:4-5).

Wherefore, I the Lord, knowing the calamity which should come upon the inhabitants of the earth, called upon my servant Joseph Smith, Jun., and spake unto him from heaven, and gave him commandments;   And also gave commandments to others, that they should proclaim these things unto the world; and all this that it might be fulfilled, which was written by the prophets— The weak things of the world shall come forth and break down the mighty and strong ones, that man should not counsel his fellow man, neither trust in the arm of flesh— But that every man might speak in the name of God the Lord, even the Savior of the world;  That faith also might increase in the earth; That mine everlasting covenant might be established; That the fullness of my gospel might be proclaimed by the weak and the simple unto the ends of the world, and before kings and rulers (Doctrine and Covenants 1:18-23).

And after having received the record of the Nephites, yea, even my servant Joseph Smith, Jun., might have power to translate through the mercy of God, by the power of God, the Book of Mormon.  And also those to whom these commandments were given, might have power to lay the foundation of this church, and to bring it forth out of obscurity and out of darkness, the only true and living church upon the face of the whole earth, with which I, the Lord, am well pleased, speaking unto the church collectively and not individually— For I the Lord cannot look upon sin with the least degree of allowance;  And again, verily I say unto you, O inhabitants of the earth: I the Lord am willing to make these things known unto all flesh; What I the Lord have spoken, I have spoken, and I excuse not myself; and though the heavens and the earth pass away, my wordshall not pass away, but shall all be fulfilled, whether by mine own voice or by the voice of my servants, it is the same (Doctrine and Covenants 1:29-31, 34, 38).
For verily, verily, I say unto you that ye are called to lift up your voices as with the sound of a trump, to declare my gospel unto a crooked and perverse generation.  For behold, the field is white already to harvest; and it is the eleventh hour, and the last time that I shall call laborers into my vineyard.  And my vineyard has become corrupted every whit; and there is none which doeth good save it be a few; and they err in many instances because of priestcrafts, all having corrupt minds.  And verily, verily, I say unto you, that this church have I established and called forth out of the wilderness.  And even so will I gather mine elect from the four quarters of the earth, even as many as will believe in me, and hearken unto my voice.  Yea, verily, verily, I say unto you, that the field is white already to harvest; wherefore, thrust in your sickles, and reap with all your might, mind, and strength.  Open your mouths and they shall be filled, and you shall become even as Nephi of old, who journeyed from Jerusalem in the wilderness.  Yea, open your mouths and spare not, and you shall be laden with sheaves upon your backs, for lo, I am with you.  Yea, open your mouths and they shall be filled, saying: Repent, repent, and prepare ye the way of the Lord, and make his paths straight; for the kingdom of heaven is at hand;  Yea, repent and be baptized, every one of you, for a remission of your sins; yea, be baptized even by water, and then cometh the baptism of fire and of the Holy Ghost.  Behold, verily, verily, I say unto you, this is my gospel; and remember that they shall have faith in me or they can in nowise be saved;  And upon this rock I will build my church; yea, upon this rock ye are built, and if ye continue, the gates of hell shall not prevail against you Doctrine and Covenants 33:2-13).

The Mormon Church always upholds the 12th Article of Faith:

We believe in being subject to kings, presidents, rulers, and magistrates, in obeying, honoring, and sustaining the law.
Therefore, the Church never sends missionaries into countries where missionary work is illegal, or where the Church has not been approved for missionary work.  The Church performs humanitarian aid, however, in any nation where help is needed and received willingly.
